IN THE SENATE OF THE UNITED STATES

FEBRUARY 7 (legislative day, JANUARY 30), 1992
Mr. D?AMATO (for himself, Mr. DOLE, and Mr. FELL) submitted the following
resolution; which was referred to the Committee of Foreign Relations

RESOLUTION

A resolution calling attention to the plight of the Albanian population in the former Yugoslav Republic of Kosova.

Whereas since February 23, 1989, the Government of Serbia has imposed a state of martial law on Kosova, where two million Albanians live;

Whereas the Yugoslav Federal Constitution of 1974 affirmed the autonomous status of Kosova and defined it. as one of the eight constituent territorial units of the Yugoslav Federation;

Whereas the Government of the Republic of Serbia illegally abolished the autonomous status of Kosova and the Parliament of Kosova without the consent of the people of Kosova;

Whereas the Government of the Republic of Serbia has denied the majority Albanian population fundamental human rights, including the rights of free speech and free assembly;

Whereas a popular clandestine referendum was held in Kosova during the period of September 26—30, 1991, in which an overwhelming majority of those who partici-pated voted in favor of declaring Kosova independent of the Socialist Federal Republic o Yugoslavia;

Whereas Albanian representatives of Kosova have been de-nied a seat at the European Community Conference on the future of Yugoslavia;

Whereas the Albanian representatives of Kosova have in-fonned the European Community Conference and its Chairniaii, Lord Carriiigton, of their wish for Kosova to be recognized as an independent state; and

Whereas the United Slates has traditionally supported the rights of peoples to peaceful and democratic self-deter-mination: Now, therefore, be it

3 (1) press for the immediate inclusion of an Al-
4banian representative from Kosova in the European
5Community Peace Conference on Yugoslavia;
6(2) condemn the Government of Serbia on the
7occasion of the third anniversary of the imposition
8of martial law on the people of Kosova;

1 (3) urge the United Nations to inunediately
2send observers to Kosova to nionitor the human
3rights situation there; and
4 (4) strongly support the aspirations of the Al-
5banian people in Kosova for democracy and self-de-
6termination.
