Dear Mr. Deputy Secretary;
You will recall that when we spoke recently, I expressed my concern about the delay in establishing a TJSLA cultural center in Kosovo, Yugoslavia. Section 223 of the Foreign Relations Authorization Act tor fiscal years 1992 and 1993 (Public Law 102-138, 105 Stat; 547) requires USTh to establish a cultural center in the capital of Kos ova when the Secretary of State determines that the physical security of the center and the personal safety of its employees may be reasonably assured.
On January 29, 1992, Eugene P. Kopp, the Acting Director of USIA, wrote to inform me that ?the Secretary of State has not yet determined that such assurances can be provided. I urge you to review the security situation in Kosovo, particularly in light of the tight police control exercised in the province by the government of Serbia, with a view toward providing the assurances required in order for the center to be established. If such assurances cannot be provided, I would appreciate receiving a detailed report of the circumstances leading to a conclusion that the physical security of the center and its employees cannot be ?reasonably assured.?
