Dear Mr. Secretary:

My recent visit to Yugoslavia has reinforced my view that the United States should establish a cultural center in Pristina, the capital of the Serbian province of Kosovo. have written to Eugene Kopp, the Acting Director of USIA, about this; and a copy of my letter is enclosed.

I hope very much that you will support this proposal. The situation in Kosovo is such an important element in the unraveling of Yugoslavia that I do not see how we can get along without a permanent presence in Pristina.
