Dear Mr. Vance:
I understand that you have just returned from Yugoslavia to report on the situation in Croatia and to make recommendations related to the deployment of U.N. peacekeeping forces to Croatia.
I commend your efforts on behalf of the U.N. Secretary General to arrange a lasting ceasefire and to negotiate among the parties to facilitate the deployment of peacekeeping forces. And, while I believe that there is an urgent need for such forces in Croatia, I am concerned that little or no attention is being given to the potential for violence in other areas.
Specifically, I am deeply troubled by the situation in Kosova where two million Albanians have lived Under martial law for nearly three years. The Serbian government has stepped up its repression there, and I think there is a real possibility that the war will spread to Kosova.
That is why. I urge you to raise with the ?Secretary General, and the members of the Security Council, the option of sending U.N. observers to Kosova to monitor the worsening situation there. In addition to up to date reports on developments in Kosova, observers may be a deterrent to the outbreak of hostilities.
I believe we need to do all we can to prevent the widening of this tragic conflict to Kosova and this is one way that holds hope of doing so. Thank you for your serious consideration.
