Condemn Violence in Yugoslavia

To condemn the violence in Yugoslavia, to express Senate support for European Community mediation efforts with respect to Yugoslavia and to urge the athuinistration to raise this issue in Moscow at the Conference on Security and Cooperation in Europe meeting on the human Dimension.

Mr.DOLE (for himself, Mr. PELL, Mr. LIEBERMAN, Mr. GORTON, Mr. WARNER, Mr. WOFFORD, Mr. LEVIN, Mr. PRESSLER, and Mr. NICKLES) submitted the following resolution; which was considered and agreed to
RESOLUTION
Whereas, over four hundred people have been killed in Croatia, including civilians, as a result of fighting that began after the Republic of Croatia declared its independence on Juiie 25, 1991, and despite several attempted ceasefires;
Whereas, according to the Department of State and the Europe-all Conununity Ministers, the Serbian Republic leadership is actively supporting and encouraging the use of force in Cro-atia by Serbian militants and the Yugoslav Military;
Whereas, according to the State Department and the European Community observers in Yugoslavia, time Federal, Yugoslav Military units in Croatia have not been serving as an impartial guarantor of a ceasefire, but have been actively support-ing local Serbian forces violating the ceasefire, and causing loss of life to the citizens they arc constitutionally bound to protect;
Whereas, tile Republic of Serbia is continuing its brutal repres-sion of tile Alballian population ill the Province of Kosova which has been under martial law for more than three years;
Whereas, the European Community is actively engaged in ef-forts to observe and mediate the conflict in Croatia and convened a peace conference on Settember 7, 1991;
Whereas, the European Comninunity sponsored peace conference on Yugoslavia does not include all Albanian representative from the Province of ICosova; and
Whereas, commtinued violence and unrest in Yugoslavia will jeop-ardize the stability and security of Central Europe: Now, therefore, be it

1 (1) the Senate condemns the policies of violent
2aggression perpetrated by Serhian President Slobodan
3Milosevic, the Yugoslav Army and Serbian extremist
4guerrillas in Croatia;
5 (2) the Senate condemns the continuing and in—
6creasing repression against the Albanian population in
7the Province of Kosova;
8 (3) the Senate urges the administration to base its
9policy toward the six republics and two provinces of
10Yugoslavia on the democratic principles enunciated by
11Secretary of State on September 4, 1991, with respect
12to the Soviet Union;
13 (4) the deteriorating situation in Yugoslavia re-
14quires the United States to intensify efforts to resolve
15this crisis;
16 (5) the Senate commends the European Commnuni-
17ty for its efforts to mediate the crisis in Yugoslavia;
18 (6) the Senate urges the European Community to
19fully include an Albanian representative from the Prov-
20ince of Kosova in the European Community sponsored
21peace conference in order that a just and genuine set-
22tlement to the present crisis in Yugoslavia may be
23achieved and that potential violence in iCosova may be
24averted;

1 (7) the Senate calls on the administration to press
2for the inclusion of an Albanian representative (ruin the
3Province of Kosova in the European Community peace
4conference; and
5 (8) the Senate urges the administration to raise
6the issue of Serbian Government sponsored aggression
7against the Croatian government and the citizens of
8the Republic of Croatia, as well as against the two
9million Albanians in the Province of Kosova, at the
10Conference on Security and Cooperation in Europe
11meeting on the Human Dimension which convened in
12Moscow on September 10, 1991.
